Senior Health Officer (Based in Paksan Office, Bolikhamxay Province)

Full Time


Nam Ngiep 1(NNP1) is a hydropower project under construction in the central provinces of the Lao PDR. The Nam Ngiep 1 Power Company (NNP1), co-owned by Kansai Electric Power of Japan, EGAT International of Thailand, and the Lao Holding State Enterprise, is building a 290-MW power plant to provide clean renewable electricity and contribute to poverty reduction in Laos. To assist in creating a world-class generating plant and implementing environmental and social programs in line with international standards, NNP1 is looking for the following staff.

Senior Health Officer
(Based in Paksan Office, Bolikhamxay Province)

Key Responsibilities:

  • Provides input into the Health sector systems and policies based on the actual implementation strengths and constraints in coordination with the Health Team Leader in line with Asian Development Bank Safeguard Policy Statement (ADB SPS) and Government of Lao (GoL) regulations
  • Implement the day to day activities of the health component including but not limited to scheduling, activity budgeting, implementation and reporting
  • Conduct basic field level analysis to gain a clear level of understanding of the constraints and opportunities within the Health Sector in the target communities
  • Conduct activities that answer to the expected output of the Health Team
  • Implementation of the Health Action Plan including:
    • Implement regular monitoring of the health status of all PAPs and the reporting of such monitoring
    • Implement health programs in close coordination with District and Provincial Health departments
    • Conduct health survey according to the public health action plan schedule
    • Conduct Health Check for all Resettlers 3 months before and 3 months post-resettlement for resettlers in 2LR,2UR and Houysoup
    • Resettlement Areas (HSRA)
    • Improved health of all Project Affected Peoples (PAPS) and especially Resettlers and Vulnerable households
    • Lead and support the Nutrition and WASH program as required
    • Increased capacity of district health services in 2UR, 2LR and Houysoup Resettlement Area (HSRA)
    • Sustainably operated health clinic in the Resettlement area
    • Support the Camp followers, Labour Management and Vulnerable Household Program as required

Qualification and Experience:

  • At least 7 years of work experience
  • University degree in the Medical Field, further studies preferred
  • Experience in implementation of Health Action Plans
  • Experience in working with different stakeholders such as ADB, NGO
  • Self-starter with good working attitude and ability to multi-tasks, Organized, and systematic approach, Detail oriented, Self-Motivated
  • Good Communication and coordination skills
  • Able to work under pressure and unsupervised
  • Good cross-cultural communication skill and cooperative attitude
  • Good skill in writing, speaking, recording and reporting in English
  • Hmong-speaking or having experience in working in ethnic and rural communities an advantage
