Senior Communications Officer (Based on the Site Office and Village, Bolikhan District, Bolikhamxay Province, Lao PDR)

JOB OPPORTUNITIES IN HYDROPOWER DEVELOPMENT
Nam Ngiep 1(NNP1) is a hydropower project under construction in the central provinces of the Lao PDR. The Nam Ngiep 1 Power Company (NNP1), co-owned by Kansai Electric Power of Japan, EGAT International of Thailand, and the Lao Holding State Enterprise, is building a 290-MW power plant to provide clean renewable electricity and contribute to poverty reduction in Laos. To assist in creating a world-class generating plant and implementing environmental and social programs in line with international standards, NNP1PC is looking for the following staff (Lao nationals preferred):

POSITION: Senior Communications Officer (Based on the Site Office and Village, Bolikhan District, Bolikhamxay Province, Lao PDR) 
KEY RESPONSIBILITIES:

1. Focal point on social matters related to the project site

  • To be a focal point with PAPs, RMU, and visitors of PAPs related with the project site
  • To keep good relationship and communication with villagers at zone 3, 5 and HSRA with the support of TECH Division
  • To solve social matters happening at the project sites with the support of TECH Division
  • To solve villager‘s claims case by case, in the case of they come directly to the construction site office and or any claim raised by the PAPs under supervisor by Team Leader (TL) or with the guidance of Social Manager

2. Entrance of villagers and livestock to the project site

  • To communicate with the village heads, villagers, and RMU so that the unapproved entrance shall be avoided from PAPs to the project site in order for safety to be maintained with support of TECH Division
  • To communicate with the village heads, villagers, and RMU so that countermeasures are established to avoid entrance of livestock including cow and goat into the project site with the support of TECH Division
  • To update statistic of livestock within the project site from the villagers and request owners to move them out of the site
  • To solve compensation issues when any accidents happen related to villagers or their owned assets including livestock due to the project construction activities with the support of TECH Division

3. Visiting of Project Affected People (PAPs) and Resettlement Managment Unit (RMU)

  • To guide visitors related with ESD with support of TECH Division

4. Reservoir Management

  • To monitor periodically if any intruders are in the re-regulation reservoir against the re-regulation management plan together with TECH Division

QUALIFICATIONS:

  • At least 3 years’ experience in safety and community relation activities
  • Experience in working with different GoL stakeholders such as Head of the villages, district, provincial authorities and central governments institutions
  • Structured working style and ability to solve problems timely and appropriately
  • Good planning and management skills, organized and systematic approach, detail oriented, self-motivated, an active person, team works, hardworking and Honest
  • Fluent in English (both verbal and writing)
  • Qualified in the Lao language (both verbal and writing)
  • Be able to communicate the Hmong Language (but not essential)
