Nam Ngiep1 is a hydropower project under construction in the central provinces of the Lao PDR. The Nam
Ngiep1 Power Company (NNP1), co-owned by Kansai Electric Power of Japan, EGAT International of Thailand,
and the Lao Holding State Enterprise, is building a 290-MW power plant to provide clean renewable electricity
and contribute to poverty reduction. To assist in creating a world-class power plant with international-standard
environmental and social programs, Nam Ngiep1 is looking for the following Social Development Officer for
Zone 2UR (Lao nationals preferred):
— Supports the implementation of activities detailed in the Social Development Plan in Zone 2UR communities which includes activities in Health, Education, Vulnerable Household, Gender and Ethnic and Youth Programs.
— Supports the implementation of the Education, Gender, Youth and Ethnic, Vulnerable Households and Health Plan in accordance to the CA, SDP, REDP, AIP and GoL policy, taking into consideration ADB’s SPS, feedback from Monitoring and additional project information.
— Implement the day-to-day activities of the Social Development component to ensure that villagers have a better understanding and ownership of village assets which provided by the project.
— Initiate the capacity building of Village Authorities.
— Review of village policies and operational guidelines to ensure the compliance with the Lao Law, project and national policies.
— Coordinates with the local authorities to improve the village structure following the national instruction on village organizations.
— Facilitate the process of household and village development planning by time to time.
— Coordinate with the GOL counterparts, local authorities, and villagers to ensure that all elements of the monthly, quarterly and annual plan are implemented in a timely and effective manner.
— Provide the input for the weekly, monthly and quarterly progress report of the work performed at the required time.
— Assist the administrative work of 2 UR office as assigned by team leader.
— At least Bachelor’s Degree in Social Sciences or in related field
— Experience in working with different stakeholders such as ADB, NGO or Hydropower companies.
— At least 5 years of work experience in relation to the GoL administration, Social Development, and Community Development approach.
— Willing to learn and apply rural development concept
— Good in English speaking and written skills
— Knowledge and speak local language an advantage (Hmong)Organized and systematic approach
— Detail oriented, Self-Motivated
— Good in MS Office package
